OSHA/2025/LVP/0011-EXA- A practical guide on the prevention and management of violence and harassment at work for micro and small enterprises-Low value procedure

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of a practical guide on the prevention and management of violence and harassment at work for micro and small enterprises.
The overall objectives of the contract to be awarded are:
-    To review the scientific literature reporting on interventions and other tangible approaches to preventing and addressing violence and harassment at work.
-    To review of the grey literature containing recommendations, company practices, guidelines and practical knowledge on preventing and addressing violence and harassment at work.
-    To provide Micro and Small Enterprises with evidence-based practices on the prevention and management of violence and harassment at work that are suited to their resources and capabilities. 
Expected deliverables are:
-    A repository of the references included in the literature review in a BibTeX, XML, RIS file format, or equivalent with complete and accurate bibliographic metadata.
-    A research note describing the methodological approach of the literature review, the information found and how it will inform the guide (around 6-7 pages or 3,000-3,500 words).
-    A practical guide on the prevention and management of violence and harassment at work for Micro and Small Enterprises (max 25-30 pages or 12,500-15,000 words, excluding references and annexes).
-    A summary of the guide that may be published as a stand-alone summary (max 4 pages or 3,000 words, excluding references).
-    A PowerPoint presentation presenting the main elements of the guide (max 20 slides).

The maximum total budget available for the contract to be awarded is EUR  60.000 (excluding VAT).

The tenderers must comply with the following selection criteria:

Economic and financial capacity

  • Average yearly turnover of the last two financial years above EUR 30,000.
Technical and professional capacity

  • The tenderer must prove experience in drafting information and practical guidance for a non-technical audience related to work-related psychosocial risks:

  • At least one similar (in scope and complexity) project completed in the last three years preceding the deadline for submission of tenders.

  • The tenderer must be able to prove capacity to work in English:

  • All team members delivering any of the services required need to have a good working level of English (C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent) being able to research, communicate and draft texts in English.

  • The team delivering the service should include, as a minimum, the following profiles: 

  • Senior researcher (minimum 1) with a minimum of 10 years of experience, and with expertise in the following areas:

    • research and workplace practice on work-related psychosocial risks, the prevention and management of violence and harassment at work, covering several EU countries with different national OSH approaches and social dialogue structures.

    • researching and presenting practical guidance and solutions for addressing work-related psychosocial risks, violence and harassment at work.

  • Project Manager with demonstrable experience of at least 3 years of management of similar contracts in scope and complexity).

  • At least one more team member with a minimum of 3 years of adequate and demonstrable experience in research and presenting good practice guidance on addressing work-related psychosocial risks, violence and harassment at work.

It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
