Low Value Negotiated Procedure - OSHwiki update (EUOSHA/2021/NE/D/SE/0163)

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch in the forthcoming weeks a low value negotiated procedure for the updating of OSHwiki content including the drafting of two new OSHwiki articles.

OSHwiki was launched in 2014 with the aim of providing relevant, reliable and updated information for the OSH community through a sustainable stock of OSHwiki articles giving a European view on OSH to a bigger audience. It supports EU-OSHA’ s website as an information source. There are more than 400 English articles and EU-OSHA has to ensure that the information is up to date and comprehensive.

Type of procedure

Low value negotiated procedure launched and managed by EU-OSHA. The Agency will sign the service contract directly with the successful tenderer following this low-value procurement process.

The maximum available total value for the contract will be EUR 40,000 (excluding VAT).

Main objectives / services provided for under the contract:

  • To draft two new OSHwiki articles on work place exposures and neurologic diseases (neurotoxicity) and on climate change and occupational safety and health (around 3.000 words each).
  • To review and update 35 OSHwiki articles for which a need for updating due to new EU legislation and guidance documents, new research findings, availability of new statistics, new good practice examples, etc has arisen. The selection of these 35 articles will be done by EU-OSHA jointly with the contractor on the basis of an assessment which had been carried out - it is estimated that around 23 of the 35 OSHwiki articles to be updated require a more substantial update and 12 OSHwiki articles a lighter update.
  • To add to the content of the 35 selected OSHwiki articles new EU legislation and guidance documents, latest research findings, new statistical data (or update statistical data) good practice examples, latest policy and practice developments, new references, etc. directly on the OSHwiki webpage; to correct mistakes and broken links; to check the metatagging and categorisation of the selected OSHwiki articles and categorise them on the OSHwiki website in case this is missing; to improve the cross linking of related OSHwiki articles; to check and correct all reference/hyperlinks in the text of the OSHwiki articles and in footnotes and inserting newer references and correct broken links.

Tenderers must comply with the following criteria:

  • Tenderers must prove their educational and professional qualifications in the field of Occupational Safety and Health (OSH) specifically of those persons responsible for carrying out the tasks by listing these qualifications in the CV.
  • Tenderers must be able to demonstrate experience of at least 5 years in the field of OSH (covering a broad range of OSH topics and also special knowledge in the field of neurotoxicity and climate change and OSH.
  • Tenderers must be able to demonstrate work similar to the subject of the contract (drafting and updating of specialist OSH texts/articles and reports in English).
  • The tenderer must prove the capacity to provide deliverables at professional English native speaker or C2 level of the Common European Framework of reference for Languages (CEF or CEFR).

Participation in this negotiated procedure for a low value contract will be open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.
