The European Agency for Safety and Health at Work (EU‑OSHA) is planning to launch a call for tender for the provision of expert services to support an analytical project on work-related accidents in the EU: facts and figures. 

The objective of the contract is to deliver a concise, evidence-based overview of work-related accidents and injuries in the EU, including trends, causes, impacts and prevention approaches. 

The contractor will analyse and synthesise existing statistical and research evidence, including EU-level datasets (e.g. Eurostat), national data sources and scientific literature, explore new models of data gathering, and assess key challenges such as underreporting, high-risk groups and emerging risks. 

The results of the contract will support EU‑OSHA in: 

• strengthening the evidence base for accident prevention, 

• informing policy development and strategic priorities, 

• preparing future analytical work and awareness-raising activities. 

Expected deliverables are: 

• an inception report detailing the refined methodology and work plan;

• an Interim progress update;

• a draft and final analytical report presenting findings, limitations, conclusions and priorities for further work;

• a concise executive summary suitable for non‑technical audiences;

• a presentation (PowerPoint or equivalent) summarising key results and policy‑relevant messages, and

• a Policy brief identifying key actions and main priority areas.

The maximum total budget available for the contract is EUR 139,000 (excluding VAT).

Criterion T1

The tenderer must prove experience in the field of OSH, specifically in the area of work-related accidents and injuries.

Minimum level of capacity

• Knowledge of the most relevant data sources in Europe and knowledge of academic research in the field of accidents at work, demonstrated by carrying out quantitative and qualitative comparative studies on the topic, drafting reports and policy- and workplace-relevant conclusions, with at least three similar (in scope and complexity) projects completed in the last five years preceding the deadline for submission of tenders,

• Experience in carrying out research involving consultations with stakeholders in the field of OSH, with at least three projects completed in the last five years preceding the deadline for submission of tenders.

Basis for assessment

This criterion applies to the tenderer as a whole, i.e. the consolidated assessment of combined capacities of all involved entities will be carried out.

Evidence

A list of projects meeting the minimum level of capacity. The list shall include details of their start and end date, total project amount and scope, role and amount invoiced. In case of projects still ongoing, only the portion completed during the reference period will be taken into consideration.

As supporting documents for each project reference, the contracting authority may request statements issued by the clients and take contact with them.

Criterion T2

The tenderer must be able to prove its educational and professional qualifications in the field of OSH, specifically with regard to work-related accidents and injuries.

Minimum level of capacity

Relevant research skills and educational and professional qualifications of the team members, in the field of research, in particular in the area of occupational safety and health (OSH) and work-related accidents at international level; Demonstrated knowledge of the data sources on accidents at work in Europe.

The team delivering the service shall include, as a minimum, the following profiles:

• At least one senior academic researcher in the field of accidents at work, with international academic research experience: relevant higher education degree and minimum 10 years' professional experience in the field of safety and health at work, including analysis of quantitative and qualitative data.

• In addition, at least one expert in occupational safety and health policy and workplace practices at EU level, including work-related accidents: relevant higher education degree and minimum 7 years' professional experience in the field of OSH research and practice.

• A project manager: at least 5 years’ experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in projects of a similar complexity.

• At least two members of the team should have native-level language skills in English or equivalent, as guaranteed by a certificate or past relevant experience (native speaker or at least B2 level of the Common European Framework of reference for Languages (CEF or CEFR) or equivalent).

Evidence

The educational and professional qualifications of the persons who will provide the service for this tender (CVs) including the management staff. Each CV provided should indicate the intended function in the delivery of the service.

It is possible to express interest as an individual organisation or a consortium.
