After restoration of independence in Lithuania in 1990 the agriculture sector underwent substantial changes, where large collective companies were split into small private farms. The necessity to build a new system of occupational safety and health arose from this process.
To facilitate the implementation of new system of occupational safety and health, in 1993 the Government of the Republic of Lithuania placed an emphasis on managing occupational safety and health at a local level by recommending measures to establish within each municipality a specialist for safety at work called an ‘inspector consultant for safety at work’.
