Interpretative Document of the Implementation of Council Directive 89/391/EEC in relation to Mental Health in the Workplace
The document puts the focus on the formal requirements of the Council Directive 89/391/EEC as regards mental health in the workplace. It reaffirms the fact that the provisions of the Framework Directive are equally applicable with regards to the mental health of workers. It addresses employers and OSH management in the companies and points out their responsibility for taking risk prevention measures for the mental health of the workers.
The interpretative document comes together with a guideline document which aims to provide high level guidance on the implementation of mental health promotion for both employers (and their management representatives) and employees. It also addresses further stakeholders like social partners, policy makers and OSH professionals who want to promote mental health at the workplace.
The guideline can be used to direct policy and practice at the workplace. It provides a glossary of terms in the context of mental health and management and explains the legal framework, employers' obligations and risk management and health promotion approaches. Finally, it provides an overview on good practice by explaing existing guidance and case studies.
The documents are based on a project on "Evaluation of policy and practice to promote mental health in the workplace in Europe". The project's final report can also be downloaded from the EC website.
