The purpose of this Directive is to ensure the safety of nuclear installations and to protect the public and workers against the risks arising from such installations.
Objectives
Directive 2009/71/Euratom of 25 June 2009 establishing a Community framework for the nuclear safety of nuclear installations aims to:
- establish a Community framework in order to maintain and promote the continuous improvement of nuclear safety and its regulation;
- ensure that Member States shall provide for appropriate national arrangements for a high level of nuclear safety to protect workers and the general public against the dangers arising from ionizing radiations from nuclear installations.
This Directive shall apply to any licensed civilian nuclear installation, and is without prejudice to Directive 96/29/Euratom. Member States may take more stringent legislative measures.

Definitions of terms "nuclear installation", "nuclear safety", "competent regulatory authority", "licence", "licence holder".
Contents
Member States shall establish and maintain a national legislative, regulatory and organisational framework and run a competent regulatory authority. This authority is supervising licensed installations.
Member States shall:
- Provide a national framework that requires all parties to make arrangements for the education and training for their staff (skills and expertise)
- Ensure that necessary information in relation to the nuclear safety of nuclear installations and its regulation is made available to workers and the general public
