Multi-Sectoral Guidelines to Tackle Third-Party Violence and Harassment Related to Work

In 2025, EU employer and trade union organisations from several sectors issued guidelines to tackle third-party violence and harassment at work.

Adopted by EU-level social partners in the health, education, public administration, trade, and private security sectors in May 2025, the guidelines are an updated version of the 2010 guidelines. They set out common principles for tackling third-party violence and harassment by third parties in the workplace.

The guidelines are based on the principle that every worker and manager has the right to a workplace free of violence, harassment and all forms of discrimination fostering a culture of respect and zero tolerance. The guidelines include key elements for 

  • developing a clear workplace policy framework for the prevention and management of third-party violence and harassment;
  • carrying out an OSH risk assessment to understand the root causes posed by third party violence and harassment, taking into account different occupations, locations and work practices;
  • remedies to support victims and hold perpetrators accountable, including support and transparent investigations. 

A joint website is available with practical examples of policies and collective agreements.

The signatory social partners are committed to disseminating these guidelines and taking initiatives to address the issue of third-party violence and harassment at work.
