Navigating the landscape of Occupational Safety and Health (OSH) compliance is crucial for worker well-being and business continuity. This report, part of EU-OSHA's 'Improving compliance with OSH regulations' project, offers an in-depth look at Portugal's unique approach.
Portugal's OSH framework is heavily influenced by the Portuguese Authority for Working Conditions (ACT) and a strong reliance on external prevention services, given the prevalence of micro and small to medium-sized enterprises (SMEs). This study explores the practices of Labour Inspectorates and prevention services, highlighting both traditional and innovative initiatives.
Through extensive desk research and fieldwork involving 52 participants—from ACT labour inspectors to OSH actors and representatives—this report characterises current OSH initiatives and practices. It identifies key challenges and provides actionable suggestions for improving regulation, policies, and practices. Additionally, the report presents seven detailed case studies, offering practical insights into diverse labour inspection and preventive service approaches in Portugal.
