OSHA/2025/LVP/0017-EXA- Developing a broadly accepted estimate of European costs of work-related accidents and diseases based on readily available data-Low value procedure

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of a study on  “Developing a broadly accepted estimate of European costs of work-related accidents and diseases based on readily available data”


The overall objectives of the contract to be awarded are:


-    Conduct a comprehensive review of existing literature on DALY monetization methods, updating and going beyond EU-OSHA research already done (link).
-    Assess the strengths and weaknesses of different approaches (Human Capital, Willingness-to-Pay, Value of a Statistical Life Year, probabilistic models), also considering and comparing socio-economic estimates from other disciplinaries.
-    Assess the reliability of DALY estimations already available (ICOH, WHO/ILO)
-    Develop a standardized method for monetizing DALYs that can be applied across different countries. The method should be based on economic data relevant to the chosen monetization methods (e.g., GDP per capita, median earnings, healthcare costs) and validated using case studies or pilot studies in selected EU countries. 
-    The results from the proposed method should then be analysed to identify patterns, disparities, and key cost drivers.

Expected deliverables are:


-    A report presenting the literature findings, a detailed description of the method developed to estimate the cost, the arguments and the reasoning for the selection of the proposed method, the results and the analysis (max 25-30 pages or 12,500-15,000 words, excluding references and annexes)).  
-    A summary of the report (max 3 pages or 2,500 words, excluding references)
-    A PowerPoint presentation presenting the main findings (max 20 slides).

The maximum total budget available for the contract to be awarded is EUR  30.000 (excluding VAT) and the duration of the contract will be 12 months.

The tenderers must comply with the following selection criteria:

Economic and financial capacity
  • Average yearly turnover of the last two financial years above EUR 30,000.

Technical and professional capacity
  • The tenderer must prove experience in drafting information and practical guidance for a non-technical audience related to costs of work related accidents and diseases.

  • At least one similar (in scope and complexity) project completed in the last three years preceding the deadline for submission of tenders

  • The tenderer must be able to prove capacity to work in English.

  • All team members delivering any of the services required need to have a good working level of English (C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent) being able to research, communicate and draft texts in English

  • The team delivering the service should include, as a minimum, the following profiles: 

  • Senior researcher (minimum 1) with a minimum of 10 years of experience, and with expertise in the following areas:

    • research on costs and benefits of work-related accidents and diseases, monetarization of DALYs, covering several EU countries with different national OSH approaches and social insurance structures.

    • Alternatively or additionally research experience in socio-economic analysis in related environmental or health related policy areas, e.g. impact assessment of chemicals (E.g. for ECHA) 

  • Project Manager with demonstrable experience of at least 3 years of management of similar contracts in scope and complexity);

  • At least one more team member with minimum 3 years of adequate and demonstrable experience in research and presenting good practice guidance on addressing work-related psychosocial risks, violence and harassment at work.

It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
