Combining greater support for small and medium enterprises (SME) with strengthened labour inspections is a key element of Portugal’s approach to improving occupational safety and health (OSH), concludes EU-OSHA in a package of new publications. SMEs comprise 99.6% of the country’s businesses.

The report, seven case studies and two policy briefs explore innovative and collaborative practices, including joint labour inspection models, digital tools like simulators and chatbots, and targeted support for micro-enterprises. They also offer policy pointers to make OSH more effective – for example, by consolidating existing regulations and sector-specific rules into a unified legal framework.
