OSHA/2025/LVP/0020-EXA-An exploratory study on the interplay between work-related and non-work-related risk factors of cardiovascular diseases: Implications for workplace prevention-Low value procedure

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of an exploratory study on the interplay between work-related and non-work-related risk factors of cardiovascular diseases (CVDs) and discussing implications in terms of workplace prevention.  

The main objectives of this project are:

  • To explore the complex interactions between work-related and non-work-related CVD risk factors, including lifestyle and behavioural factors, social and environmental determinants, health conditions and genetic factors, and how they influence the overall cardiovascular health of workers. 
  • To discuss implications for the prevention and management of CVDs in the workplace, highlighting the role of workplace prevention and workplace health promotion in tackling CVD risks for a diverse workforce. 
  • To identify limitations, gaps and needs in the current understanding of the issues discussed, recognizing areas where further research and policies are required  
  • To develop key take-away messages for achieving inclusive and holistic CVD prevention strategies through collective action at the workplace level 

Expected deliverables are:

  • A final repository of the references included in the literature review in a BibTeX, XML, RIS or equivalent file format compatible with the IT tools used at the Contracting Authority, with complete and accurate bibliographic metadata 
  • A research note describing the methodological approach, the information found, a preliminary analysis of the information found and how it will inform the report (see below). The length of the note should be around 6-7 pages or 3,000-3,500 words.
  • A final report for publication containing all the elements specified above, using a template supplied by the Contracting Authority. The length of the final report shall be between 30-35 pages or 15,000-17,500 words, excluding references and annexes.  
  • An executive summary of the report that may be published as a stand-alone summary. The length of the summary should be maximum 4 pages or 3,000 words, excluding references. 
  • A policy brief based on the report. The length of the policy brief should be maximum 8 pages or 6,000 words, excluding references. 
  • A PowerPoint presentation (or equivalent alternative compatible with MS Office) of maximum 20 slides presenting the main elements of the report in a way that is accessible and relatable to a non-technical audience. 

The maximum total budget available for the contract to be awarded is EUR  40.000 (excluding VAT).

Tenderers must comply with the following selection criteria:

Economic and financial capacity
  • Average yearly turnover of the last two financial years above EUR 25,000.
Technical and professional capacity
  • Experience in conducting a similar literature review (in scope and complexity) and drafting scientific information related to OSH and/or non-communicable diseases:
    • at least one similar (in scope and complexity) projects completed in the last five years preceding the deadline for submission of tenders.
  • Expertise and capacity to provide final report and other project deliverables at professional English native speaker or C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent and to manage contracts of a similar nature.
  • The team delivering the service should include, as a minimum, the following profiles (non-exclusive list): 
    • One senior researcher with a minimum of 10 years’ experience, and with expertise in the following areas: OSH or public health, research on the risk factors of non-communicable diseases and/or on the prevention and management of non-communicable diseases
    • One project Manager with demonstrable experience of at least 3 years of management of similar contracts in scope and complexity);
    • At least one team member with minimum 3 years of adequate and demonstrable experience in OSH or public health, and research on the risk factors of non-communicable diseases, and/or on the prevention and management of non-communicable diseases.
    • At least one team member with minimum 5 years of adequate and demonstrable experience in OSH

It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
