The European Agency for Safety and Health at Work (EU-OSHA) plans to launch a call for tender for the provision of a mapping of European Union (EU) data sources on occupational exposure to cancer risk factors and a comparison with the Workers’ exposure survey (WES) data.
The project builds upon previous and ongoing work by the contracting authority on the topic, such as the Workers’ Exposure Survey on cancer risk factors in Europe and a study on Understanding EU Member States practices for the recognition of occupational cancer, still ongoing.
Overall objectives

To identify and describe data sources on EU occupational exposure to cancer risk factors (CRF) and the information included in each of them (e.g. CRF coverage, population coverage, variables, contextual exposure information, language, reference date of the data, country, sector coverage, format, accessibility, ownership).

to assess, for each of the six WES countries (Germany, Ireland, Spain, France, Hungary and Finland) and for the 24 cancer risk factors covered by WES, the feasibility of comparing WES exposure data with data available in the other data sources identified under objective 1. The assessment should consider factors collected under objective 1, such as CRF coverage, population coverage, variables, contextual exposure information, language, reference date of the data, country, sector coverage, format, accessibility, ownership, and should determine and justify whether a meaningful comparison is (or not) possible, describing in detail the limitations in terms of population, CRF, level of detail, methodology, but also relevance, quality, and accessibility.

to compare, for each WES country and each cancer risk factor, the exposure data available in WES with the corresponding data from the EU data sources identified under objective 2, where deemed feasible.
Data sources
As WES is a key data source for this study, the contracting authority will provide information and documentation on WES data in the technical specifications and will make the WES data available to the contractor after entry into force of the contract. In the present project, cancer risk factors should include carcinogens within the scope of the Carcinogens, Mutagens and Reprotoxic Substances Directive (CMRD) and the 24 cancer risk factors included in WES. WES estimates probable exposure of workers during the last working week to 24 known cancer risk factors, including industrial chemicals (1,3-butadiene; acrylamide; diethyl/dimethyl sulphate; epichlorohydrin; ethylene oxide; formaldehyde; ortho-toluidine), metals (arsenic; cadmium; hexavalent chromium; cobalt; lead and inorganic compounds; nickel), oils (mineral oils, as mists); solvents (benzene; trichloroethylene); inorganic dusts or fibres (asbestos; respirable crystalline silica); organic dusts (leather dust, wood dust), products of combustion (diesel engine exhaust emissions) and radiation (ionising radiation; artificial ultraviolet (UV) radiation; solar UV radiation).
Expected deliverables
Deliverables will include, at least:

an inception report.

a template for identifying the information available in each data source that is needed for the descriptive inventory.

an interim version of a descriptive inventory of all data sources in the six WES countries relating to occupational exposure to cancer risk factors.

a complete descriptive inventory of all data sources in all the EU member states relating to occupational exposure to cancer risk factors.

a report, that must include an assessment, for each of the six WES countries and CRF, of the feasibility of comparing WES exposure data with data available from EU data sources; the justification of whether a meaningful comparison is (or not) possible, namely by identifying the limitations, the similarities and differences, as well as the expected relevance and quality of the results.

a report, that must include a comparison, for each WES country and CRF, of the exposure data available in WES and the corresponding data from other data sources; a critical analysis of the comparison, highlighting key similarities, differences, and discrepancies, and presenting clear conclusions and findings arising from the comparison, in particular in terms of relevance and quality; a short summary of the main findings and conclusions for each country, cancer risk factor and data source.

a stand-alone executive summary, providing an overview of the main findings for each report.

PowerPoint presentations (or similar) with the key findings of each report.
Publication of this ex-ante publicity notice does not constitute a commitment by EU-OSHA to launch the procurement procedure.
The planned maximum duration is eleven months. The maximum total budget available for the contract to be awarded is EUR 135,000 (excluding VAT).
Expression of interest
Economic operators may express interest individually or, where permitted under the applicable procurement arrangements, as a group of economic operators. Please note that invited candidates may submit a joint tender with other economic operators only if they have previously expressed their interest as a consortium.
