OSHA/2025/LVP/0023-EXA-Systematic review for the development of an overview and analysis of work-related risks of cardiovascular diseases (CVDs), their associations with CVD types, and sectors, occupations and worker groups at higher risk

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of a systematic literature review to deliver an overview and analysis of work-related cardiovascular diseases (CVDs) risks and the evidence on the associations between the work-related risks and the types of CVDs, as well as on sectors, occupations and worker groups at higher risk. 

 
The main objectives of this project are to:
•    Carry out a systematic literature review to investigate existing research evidence of work-related CVD risks and the strength of the associations between the work-related risk factors identified and the different types of CVDs
•    Identify the sectors, occupations and worker groups at higher risk of work-related CVDs and analyse the underlying causes and circumstances of higher CVD risks in these cases
•    Identify the gaps and needs in terms of research necessary to establish associations between work-related risk factors and work-related CVDs, and formulate key pointers for policy-makers and workplace intermediaries at national, regional, sectoral levels for targeted evidence-based policy-making and prevention of work-related CVDs
•    Identify research gaps and needs to better understand and address the causes and circumstances of high-risk sectors, occupations and worker groups, and formulate key pointers for policy-makers and workplace intermediaries at national, regional, sectoral levels for targeted evidence-based policy-making and prevention of work-related CVD risks.

Expected deliverables are:
•    A final repository of the references included in the review in a BibTeX, XML,RIS or equivalent file format compatible with the IT systems used by the contracting authority, with complete and accurate bibliographic metadata. 
•    A final report for publication containing all the elements specified above, using a template supplied by the contracting authority. The length of the final report shall be maximum 20,000 words, excluding references and annexes.  
•    An executive summary of the report that may be published as a stand-alone summary. The length of the summary should be maximum 3,000 words, excluding references. 
•    A policy brief based on Task 1. The length of the policy brief should be maximum 2,500 words, excluding references. 
•    A policy brief based on Task 2. The length of the policy brief should be maximum 2,500 words, excluding references. 
•    A PowerPoint presentation (or equivalent alternative compatible with MS Office) of maximum 20 slides presenting the main elements of the report in a way that is accessible and relatable to a non-technical audience. 


The maximum total budget available for the contract to be awarded is EUR  60.000 (excluding VAT).                                   

Tenderers must comply with the following selection criteria:

Economic and financial capacity
  • Average yearly turnover of the last two financial years above EUR 30,000.
Technical and professional capacity
  • Experience in conducting a systematic review in the field of occupational safety and health and non-communicable work-related diseases, and in drafting scientific information discussing the results.
    • at least 2 similar (in scope and complexity) projects completed in the last five years preceding the deadline for submission of tenders.
  • Expertise and capacity to provide final reports and other project deliverables at professional English native speaker or C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent and to manage contracts of a similar nature
    • At least one senior researcher with a minimum of 10 years’ experience in research on OSH and non-communicable work-related diseases and/or their work-related risks; and drafting scientific documents presenting the results.
    • At least one team member with a minimum of 3 years of experience in research on OSH and work-related non-communicable diseases and/or their work-related risk factors.
    • At least one team member having completed at least 2 systematic reviews.
    • At least one team member needs to be able to work at a level of English of native speaker or C1 level of the CEF/CEFR (or equivalent) to ensure the required language quality check of the project deliverables.
    • One project manager with a minimum of 3 years’ experience in the management of contracts of a similar nature.

It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
