The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of OSH Wiki articles related to the Health and Social Care (HeSCare) sector and focusing on psychosocial risks and mental health issues. The overall objectives of the contract to be awarded are:
To provide easy-to-understand articles, suitable for a non-technical audience, that provide information contributing to better understanding of how psychosocial risks and mental health issues in the HeSCare sector can be recognised, prevented and managed.
The articles will be suitable to be published on the OSH Wiki platform ( https://oshwiki.osha.europa.eu/en ) and as such, they are not meant as comprehensive overviews of the topics, but should provide concise theoretical explanations, summary of the most relevant research data, information about practical implications and conclusions, including existing gaps and needs for future actions. The articles will focus on insights mainly from the European Union.
Expected deliverables are:
9 OSH Wiki articles on the following topics:
- PSRs and mental health issue in the HeSCare sector – What EU surveys tell us?
- Prevention (and management) of PSRs in the HeSCare sector.
- Violence and harassment in the HeSCare sector – risk factors, preventive measures
- Return-to-work after sick leave related to mental health issues / retention of HeSCare workers suffering from mental health issues (focus on secondary and tertiary prevention)
- Burnout and other mental health issues in the HeSCare sector: preventive measures (primary, secondary and tertiary prevention)
- PSRs and organizational risk factors and accidents in the HeSCare sector
- PSRs and organisational risk factors and MSDs in the HeSCare sector
- Promoting mental health in the HeSCare sector
- Occupational health and safety of HeSCare workers and and quality of services / patient safety
The maximum total budget available for the contract to be awarded is 60.000 EUR (excluding VAT).
It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium. Criterion T1 |
|
|
The tenderer must prove experience in the field of OSH, specifically in the area of psychosocial risks and mental health at work. |
|
| Minimum level of capacity |
At least one similar (in scope and complexity) project completed in the last three years preceding the deadline for submission of tenders. |
| Basis for assessment |
This criterion applies to the tenderer as a whole, i.e. the consolidated assessment of combined capacities of all involved entities will be carried out. |
| Evidence |
A list of projects meeting the minimum level of capacity. The list shall include details of their start and end date, total project amount and scope, role and amount invoiced. In case of projects still ongoing, only the portion completed during the reference period will be taken into consideration.
As supporting documents for each project reference, the contracting authority may request statements issued by the clients and take contact with them. |

Criterion T2 |
|
| The tenderer must be able to prove capacity to work in English | |
| Minimum level of capacity | All team members delivering any of the services required need to have a good working level of English (C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent) being able to research, communicate and draft texts in English. |
| Basis for assessment | This criterion applies to the tenderer as a whole, i.e. the consolidated assessment of combined capacities of all involved entities will be carried out. |
| Evidence | The CVs of the tenderer´s staff who will provide the service, including, for each team member, a list of at least 3 English speaking projects, reports, or activities of a similar nature, and their role in the project. |

Criterion T3 |
|
| The tenderer must be able to demonstrate their capacity through relevant educational and professional qualifications in the field of psychosocial risks and workplace mental health. | |
| Minimum level of capacity |
Relevant research skills and educational and professional qualifications of the team members, in the field of social research and in drafting articles in the area of work-related psychosocial risks and mental health at work. The team delivering the service should include, as a minimum, the following profiles:

| Basis for assessment | This criterion applies to the tenderer as a whole, i.e. the consolidated assessment of combined capacities of all involved entities will be carried out. |
| Evidence | The CVs of the tenderer’s staff who will provide the service (educational and professional qualifications/experience and the intended function in the delivery of the service). |
