Guide for National Labour Inspectors on sensitising chemical agents at workplaces with a specific focus on diisocyanates

Developed by the Senior Labour Inspectors Committee (SLIC) in 2024, this guide provides labour inspectors with key information on chemical sensitisers, paying particular attention to diisocyanates.

Chemical sensitising agents, such as diisocyanates, are widely used and have been associated with a range of respiratory and skin-related health issues. Diisocyanates, in particular, are among the most frequently reported causes of occupational asthma. Given their extensive use across the EU and the serious risks they pose to worker health, the guidance document aims to support labour inspectorates by providing practical information on how to address and control the health risks posed by sensitising agents.

The guidance document is divided into three sections: 

  • Section 1 provides background information, why labour inspectorates should take sensitising agents into consideration and the regulatory framework and control measures.
  • Section 2 provides general information about sensitising agents, what they are, and how they can be identified.
  • Section 3 focuses on diisocyanates, their health hazards, control measures, selection of personal protective equipment (PPE), health surveillance and biomonitoring and enforcement options.
