On 20 March 2025, upon request of the Albanian FOP authority, EU-OSHA delivered a training session to the Albanian Labour inspectors on the main EU OSH principles. The session represented a great international platform for OSH information and knowledge exchange, in consideration of the participation of representatives from EU-OSHA, EU Delegation, ILO as well as the SLISS management
Following the specific request from the Albanian State Labour Inspectorate and Social Service (FOP authority), EU-OSHA organised, within the framework of the EC funded IPA Action 2023-2025, the first of several continuous training sessions aiming at strengthening the Albanian Labour inspectors’ knowledge of the main EU OSH principles and their capacities to implement efficient inspection practices, also based on the experiences and difficulties encountered by EU Member States Labour inspection authorities. The current training saw also the participation of representatives from the EU Delegation to Albania and from ILO.
Michele Dinelli, IPA project manager of EU-OSHA, introduced the scope of the capacity building activity, Eljo Muçaj, chief Labour inspector, underlined the importance to implement and enforce the fully EU-aligned national legislation, and Miha Pezelj, EUD Team Leader for Economic and Social Development, reiterated the importance for Albania to proceed in the path towards the EU accession and to ensure the correct application and enforcement of the OSH principles derived by the EU directives. Following an oversight of the main obligations deriving from EU directives (MD), Tim Tregenza, EU-OSHA senior network manager, introduced the main principles of Labour inspections, which included the correct preparation and updating of Risk Assessments and data collections, as well as the main inspection practices and difficulties encountered by Labour inspectors in EUMSs (Tim Tregenza). Luiz Rocha, ILO OSH specialist, presented the contents of the new Albanian OSH Strategy 2025-2029 and underlined the importance to ensure its correct implementation. Eljo Muçaj reported to EU-OSHA and informed the audience about the good level of EU compliance of the national legislation and on the practical work of the Labour inspectorate, which has been recently digitalised through the "MERA sofrware system", supported by ILO, which guarantees efficient guidance and support to the inspectors during their work and it ensures interactive data exchange and an automatic reporting system.
The audience was composed by 45 Labour inspectors from Tirana and Durres, and by 2 representatives from the Ministry of Economy, Culture and Innovation.
