OSHA/2025/LVP/0016-EXA- Development of OSH Wiki articles supporting Healthy Workplaces Campaign ‘Together for Mental Health at Work’ (2026-28)-Low value procedure

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of OSH Wiki articles supporting EU-OSHA’s Healthy Workplaces Campaign ‘Together for mental health at work’ (2026-28). 


The overall objectives of the contract to be awarded are:


To provide easy-to-understand articles, suitable for a non-technical audience, that provide information contributing to better understanding of how psychosocial risks in the workplace can be recognized, prevented and managed.
The articles will be suitable to be published on the OSH Wiki platform (https://oshwiki.osha.europa.eu/en)  and as such, they are not meant as comprehensive overviews of the topics, but should provide concise theoretical explanations, summary of the most relevant research data, information about practical implications and conclusions, including existing gaps and needs for future actions. The articles will focus on insights mainly from the European Union, however relevant research carried out outside Europe and providing further insights into the topics will also be included.

Expected deliverables are:


6 OSH Wiki articles on the following topics:
-    ‘Stigma related to mental health at work’. 
-    ‘The role of managers in preventing and managing PSR’.
-    ‘Recognition of occupational diseases in the EU: mental health’. 
-    ‘Gender equality and psychosocial risks at work’.
-    ‘Young workers: mental health at work’.
-    ‘Online content moderators: mental health’.

The maximum total budget available for the contract to be awarded is EUR  60.000 (excluding VAT).

The tenderers must comply with the following selection criteria:

conomic and financial capacity
  • Average yearly turnover of the last two financial years above EUR 30,000.

Technical and professional capacity

The tenderer must prove experience in the field of OSH, specifically in the area of psychosocial risks and mental health at work:

  • At least one similar (in scope and complexity) project completed in the last three years preceding the deadline for submission of tenders.

The tenderer must be able to prove capacity to work in English:

  • All team members delivering any of the services required need to have a good working level of English (C1 level of the Common European Framework of reference for languages (CEF or CEFR) or equivalent) being able to research, communicate and draft texts in English.

The tenderer must be able to prove its educational and professional qualifications in the field of psychosocial risks and mental health at work

Relevant research skills and educational and professional qualifications of the team members, in the field of social research and in drafting articles in the area of work-related psychosocial risks and mental health at work. 

The team delivering the service should include, as a minimum, the following profiles: 

  • Senior researcher (minimum 1) with a minimum of 10 years of experience, and with expertise in cross-country research on psychosocial risks and mental health at work and developing articles and reports in this field, both for a scientific and non-scientific audience.   
  • In addition, at least one more team member with minimum 3 years of adequate and demonstrable experience in research and reporting in the field of psychosocial risks and mental health at work. 
  • Project Manager with demonstrable experience of at least 3 years of management of similar contracts in scope and complexity.

It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
