The construction sector is considered a high-risk sector, while subcontracting chains are common and the posting of workers is a widespread practice. Labour ID card schemes can aid in better monitoring workplaces and employment relations as well as detecting social fraud.
This report presents insights from a literature review and interviews on the use of labour ID cards in construction and their potential to improve occupational safety and health, even indirectly, as well as labour inspections. Challenges to implementation and broader use of such schemes include diverse national frameworks, data protection and costs for SMEs.
