technique for detecting early signs of potentially important developments through a systematic examination of potential threats and opportunities, with emphasis on new technology and its effects on the issue at hand
Reviewing existing information to identify trends and drivers of change to 2025 and, where possible, five years beyond. This was done through a combination of horizon-scanning approaches, including a traditional literature review with a focus on recent publications and grey literature.
