Objective
The purpose of this Directive is to implement the social partners' agreement on certain aspects of the working conditions of mobile workers engaged in interoperable cross-border services.
The Agreement is optional for traffic less than 15 kilometres beyond the border, and where the train leaves from and stops on the infrastructure of the same Member State.

Definitions of 'interoperable cross-border services', 'mobile worker engaged in interoperable cross-border services', 'working time', 'rest period', 'night time', 'night shift', 'rest away from home', 'driver' and 'driving time' are given.

Daily rest at home is at least 12 consecutive hours per 24-hour period but it can be reduced to a minimum of nine hours once every seven-day period.
The minimum daily rest away from home is eight consecutive hours per 24-hour period and must be followed by a daily rest at home.
Break times of unaccompanied drivers are:
- 45 minutes (if working time is over eight hours), and
- 30 minutes (if working time is between six to eight hours)
during the working day.
Weekly rest period is 24 hours, plus the 12 hours' daily rest period.
Workers should have 104 rest periods of 24 hours each year, of which the number of double rest periods are also set.
Maximum driving time is
- nine hours in the day,
- eight hours during night shifts, and
- 80 hours in a 14-day period.
