Middle value negotiated procedure EUOSHA/2016/NE/F/SE/0002 - Provision of media contact database, media distribution, online and social media monitoring and reporting.

Middle Value Negotiated Procedure: EUOSHA/2016/NE/F/SE/0002 in 2 lots
EU-OSHA is planning to award 2 contracts as referred above:

  • Lot 1: Provision of a media contact database and media distribution platform

The main services requested are the provision of an online platform, giving access to an updated European media contact database, allowing distribution of press releases and news stories via unlimited send-outs by email and a reporting tool to track reach and reader interaction.
The indicative main tasks are the following:

  • Provision of an online platform to 5 users, giving access to a European media contact data base
  • Regular update of the database and possibility to import at least 500 additional private contacts per year
  • Creation of up to 25 multi-media press releases or news stories per year
  • Unlimited send-outs via an online platform by email in html format
  • Distribution of up to 25 search engine optimised news releases/news stories per year to major search engines/sites and news outlets
  • Sharing of news stories via social media
  • Analytics and reporting tool to track reach and reader interaction
  • Helpdesk services regarding the use of the platform
  • Possibility to provide online training
  • Lot 2: Provision of online and social media monitoring and reporting 

The main services requested are the provision of online media monitoring services, as well as the technical means to screen a large number of online media in multiple languages and allow selecting, classifying and archiving relevant articles into different topics and/or categories and provision of regular report on the results.
The indicative main tasks are the following:

  • Provision of an online media monitoring platform to trace media and social media coverage with real-time access for 10 users
  • Identification and implementation of key words and search agents
  • Possibility to add up to 500 new website sources per year
  • Possibility to integrate additional results (web sources)
  • Sending e-mail alerts to 50 users
  • Helpdesk services regarding the use of the platform
  • Possibility to provide online training
  • Selection, classification and archiving of relevant articles
  • Monthly reporting
  • Integration with EU-OSHA’s online websites/newsfeed

Participation in this negotiated procedure for middle value contracts is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens).
The maximum total amount for each of the lots is 67,000 € within 4 years (16,750 yearly average).
The following minimum requirements must be fulfilled:

  • Tenderers should have a minimum of three years’ experience in the same field.
  • Communication between the tenderer and EU-OSHA must be possible by phone, electronic mail, fax, normal and registered mail.
  • The tenderer shall be the contact for all matters linked to the service contract. The tenderer shall guarantee efficient and on-demand response to EU-OSHA's requests for quotations, contacts, meetings and other administrative requests.

The deadline to receive the declarations of interest is 25 May 2016, 23:45 CET.
EU-OSHA will then contact those interested to inform them about the next steps in the tendering process.
