Low value negotiated procurement: Review of the informative value of indicators and context factors used for the description and analysis of OSH systems and infrastructures (EUOSHA/2020/NE/D/SE/0127)

The European Agency for Safety and Health at Work (EU-OSHA) in close cooperation with DG Employment and the National Contact Points in Member States is developing a reliable and authoritative source of OSH information in the EU.

One important part of the role of EU-OSHA is the provision of an EU OSH INFO System. This system consist of two elements: 1) a visualisation of a set of indicators and the underlying data (OSH Barometer), and 2) an analytical report every three / four years, describing correlations, developments and trends and the context. EU-OSHA’s objective is to provide an information system that all relevant stakeholders can accept and that is a reliable and authoritative source of OSH-Information in the EU.  The text-based qualitative indicators follow a common harmonised structure. All indicators and their sub indicators plus methodological explanations and their visualisation are online since May 2020 (https://visualisation.osha.europa.eu/osh-barometer#!/).

Type of procedure

Low value negotiated procedure launched and managed by EU-OSHA. The Agency will sign the service contract directly with the successful tenderer following this low-value procurement process.

The maximum available total value for the contract will be EUR 51,000 (excluding VAT).

Main objectives / services provided for under the contract:

The main objective of the project is to provide an overview on the scientific literature on OSH indicators and context factors and to identify which value of information is assigned to those indicators and context factors. This should cover also methodological explanations of indicator based OSH evaluations or monitoring reports.

This covers aspects like: 

  • Assessment of the relative relevance of the indicators and context factors for the whole OSH system,
  • Quantity and quality of data necessary for each indicator and context factor
  • Approaches for weighting or ranking of these indicators and context factors
  • Types of indicators and context factors most adequate for OSH
  • Level of consistency of these opinions

Tenderers must comply with the following criteria:

  • The tenderer must prove its educational and professional qualifications in the field of OSH.
  • The tenderer must prove experience of working in the field of OSH in the last three years.
  • Tenderers must be able to demonstrate previous experience in research on OSH and enforcement.  with at least 2 projects delivered in the last 10 years.

Participation in this negotiated procedure for a low value contract will be open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.
