This report sets out the findings of a detailed technical assessment of the second European Survey of Enterprises on New and Emerging Risks (ESENER-2). The assessment was commissioned in particular to investigate the impact of expanding the survey universe to include micro enterprises and enterprises in the agriculture, forestry and fishing sector.
Including these enterprises does not appear to have reduced the quality of the data. This is an important step towards the development of a reliable evidence base, as such enterprises contribute significantly to the economy. The report also includes some recommendations for improvements to sampling procedures that could be implemented in advance of ESENER-3.
