The European Commission, in its Work Programme for 2022, has included a revision of the current Directive 2006/126/EC on driving licenses with the aim of improving road safety: contributing to ‘Vision Zero’ and reducing road deaths and serious injuries by 50% by 2030.

For its part, the road transport industry wants to reduce the minimum age for driving lorries in the EU to 18, with training starting at 17.

The European Transport Safety Council (ETSC), which provides expert advice on transport safety, sets out in its latest briefing why the minimum driving age should not be lowered further and argues that the shortage of truck drivers should be tackled by improving working conditions, not by targeting young people.
