OSHA/2023/LVP/0002-ExA - Development of an EU OiRA tool for the higher education - Low value negotiated procedure

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch in the forthcoming weeks a low value negotiated procedure for the development of the content of an OiRA tools for the higher Education sector.

In order to help micro and small companies to overcome some of the challenges they face as far as assessing their risks is concerned, EU-OSHA has developed the OiRA project. The main goals of the OiRA project are the following:

  • To develop and promote practical tools to help micro and small companies to put in place the Risk Assessment (RA) process
  • To help demystify the RA process among micro and small enterprises (MSEs)

Tasks to be provided under the contract:

  • Development of the full content of the OiRA tool for the higher education sector
  • To closely liaise with a steering group set up by the EU Social Partners from the sector (representatives from ETUCE and EFEE) which will be involved in the process of developing and validating the content of the OiRA tool
  • Chairing and management of the steering committee meetings - contractors are requested to give input and OSH expert information during these meetings for informing the discussions and facilitating the decisions taken by the social partners as well as to take minutes (approx. two presential meetings and several online meetings).
  • Uploading of the content and testing of the new tool
  • To organize the testing of the OiRA tool with around 10 institutions/schools

Deliverables:

  • To elaborate drafts for a structure of the higher education tool and the full content of the tool in preparation of the discussion of the steering group meetings,
  • To integrate comments received from the Steering Committee members orally during discussions in meetings or in writing,
  • To upload the final agreed content of the OiRA tool to the OiRA tools generator,
  • To provide a minimum of 50 pictures specifically taken for the tool,
  • To deliver a testing report und proposed changes to the content of the tool,
  • To integrate the final agreed changes to the tool.

The maximum available total value for the contract will be EUR 35,000 (excluding VAT).
