Article 255 of the Treaty establishing the European Community, implemented through Regulation 1049/2001 of 30 May 2001, grants a right of access to European Parliament, Council and Commission documents to any Union citizen and to any natural or legal person residing, or having its registered office, in a Member State.
The European Agency for Safety and Health at Work is committed to improving the transparency and in May 2004 adopted the Regulation 1049/2001 on public access to documents by a decision of the Administrative Board.
Access to documents is governed by the following rules and legislative provisions:
- Regulation No 1049/2001 of the European Parliament and of the Council of 30 May 2001 regarding public access to European Parliament, Council and Commission documents (OJ L 145 of 31.05.2001)
- Council regulation (EC) No 1654/2003 of 18 June 2003 amending Regulation (EC) No 2062/94 establishing a European Agency for Safety and Health at Work (OJ L 245 of 29.09.2003)
- Decision of the Administrative Board of the European Agency for Safety and Health at Work of 4 March 2004 on the implementation of Regulation (EC) No 1049/2001 of the European Parliament and of the Council regarding public access to documents of the European Parliament, of the Council and of the Commission (OJ L 210 of 11.06.2004)
