Low Value Negotiated Procedure: National expert opinion and support on questionnaire adaptation related to the Workers’ Exposure Survey on cancer risk factors (WES) in Germany (EUOSHA/2020/NE/D/SE/0120)

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch in the forthcoming weeks a low value negotiated procedure for National expert opinion and support on questionnaire adaptation related to the Workers’ Exposure Survey on cancer risk factors (WES) in Germany.

Main services provided for under the contract

  • Coordination of a group of minimum 6 senior experts: organise the work of the expert group according to timeline; ensure participation and collaboration of experts; collate experts’ feedback, summarise and reach consensus, justifying opinions with clear, succinct written statements; liaise with EU-OSHA.
  • Collection of expert opinion, comments and suggestions on the existing job and task modules from the Australian study (in English) and their relevance for European and German context.
  • Suggestions on adaptation needed for the manufacturing sector, in particular for job and tasks involving probable exposure to the list of cancer risk factors included in the survey.
  • Collection of opinion, comments and suggestions for translation of technical words included in the existing job and task modules (gathered in a glossary in English).
  • Collection of expert opinion, comments and suggestions on the German version of the job and task modules, after translation.

Tenderers must comply with the following criteria

In order to prove that they have the necessary technical and professional capacity to perform the contract, the tenderers should demonstrate:

  • their educational and professional qualifications in the field of occupational hygiene / workers’ exposure to cancer risk factors / occupational safety and health;
  • their expertise, knowledge or experience of German working environment, and in particular the tasks and jobs where workers are potentially exposed to cancer risk factors;
  • their expertise, knowledge or experience of working in German (at least equivalent to C2 level of the CEF/CEFR[1]);
  • their experience of working in English (at least equivalent to B2 level of the CEF/CEFR[2]);
  • their ability to provide robust scientific opinions, drawing on a broad range of expertise;
  • they have adequate expert or professional resources at their disposal, should the need arise, to support them in carrying their tasks (e.g. membership of occupational hygienists association or an equivalent body);
  • their thorough expertise, knowledge or experience of the manufacturing sector in Germany (at least one to two members of the group).

Access to the questionnaire will be provided by EU-OSHA, as well as guidance and overall coordination.

Type of procedure

Low value negotiated procedure launched and managed by EU-OSHA. The Agency will sign the service contract directly with the successful tenderer for a duration of 13 months, following this low-value procurement process.

The maximum available total value for the contract will be EUR 30,000 (excluding VAT).

Participation in this negotiated procedure for a low value contract will be open to:

  • natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens);
  • all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.
