The aim of the present document was to give guidance to countries (governments and authorities) in their efforts to set up an efficient system for the sound management of chemicals with a special focus on legal and voluntary tools for risk reduction of chemical substances on their own or when used in mixtures or in articles. The guidance covers topics as follow: the EU systems and legislation (CLP regulation, GHS system); implementing international conventions and agreements; roles and responsibilities of government and industry; risk management of chemicals as anintegrated and natural part of the daily work within the industry, including all companies that handle chemicals; preventive approach; risk reduction instruments.
