RECRUITMENT FOR THE EUROPEAN AGENCY FOR SAFETY AND HEALTH AT WORK (EU-OSHA)
The European Agency for Safety and Health at Work is a decentralised agency of the European Union, established in 1996 and based in Bilbao, Spain.
The aim of the European Agency for Safety and Health at Work is to promote safer, healthier and more productive workplaces by providing the Community institutions, the Member States and those involved in safety and health at work with technical, scientific and economic information.
The Agency is organising a selection procedure with a view to drawing up a reserve list for the recruitment of temporary agents for the following position:

JOB FRAMEWORK
Within the Agency’s Communication and Promotion Unit, the Electronic Communications Administrative Agent reports to the Head of the Unit and works under the day to day supervision of the Communications Manager as part of a small team responsible for the Agency’s electronic communications and multilingual websites.
The Communication and Promotion Unit is responsible for campaigning and communicating the work and services of the Agency to a wide range of external audiences – from policymakers to workplaces across the European Union and beyond.

JOB PROFILE
Main functions and duties
- Contribute to the development and the implementation of the Agency’s online communication strategy and activities and to the quality assurance of the website content and visibility.
- Implement actions for internet promotion and search engine optimisation.
- Implement Agency website monitoring activities.
- Compile and analyse quarterly statistical reports.
- Contribute to the implementation of the Agency online surveys and web surveys.
- Develop and enhance the usability and navigability of the website.
- Liaise with several internal and external counterparts including the Agency’s network of focal points, its external contractors, other EU institutions and bodies, and participate in relevant networks.
- Provide support in procurement procedures, operational initiation as well as contract supervision and management.
- Contribute to the organisation and running of internal and external meetings including the preparation of documents and presentations, taking minutes etc. Perform other duties related to the post as required.

Specific conditions
Certificates, diplomas and professional experience
You must have a level of education that corresponds to:
- a post secondary education attested by a diploma or,
- a certificate of secondary education giving access to higher education and at least three years full time professional experience, relevant to the duties concerned.
In addition to the above-mentioned certificates and professional experience, you must have at least three more years’ full-time professional experience, relevant to the duties concerned.
Knowledge of languages
You should be fluent in English, both spoken and written, with a good command of at least one other official language of the European Union.
Job-specific skills and competencies
- Good knowledge of web tools and content management systems such as Zope, Plone and ElevateIT, and of current developments in internet communication.
- Knowledge of search engine optimisation techniques, internet promotion and website monitoring.
- Good interpersonal and communication skills and ability to liaise effectively with people at all levels of the organisation and externally.
- Capacity to structure and understand technical information.
- Good sense of initiative, flexibility, reliability and willing to accept responsibilities.
- Ability to work in an international environment.
Assets to be considered advantageous for selection
- Experience in an EU institution or agency.

There are two stages to the application process:
Stage 1 - Online application
At the first stage candidates must submit their application electronically using the application form available on the EU-OSHA website http://osha.europa.eu/. Applications must reach ca3@osha.europa.eu. by not later than 23:00, Central European Time (CET) on 22nd September 2008 and the subject line of the email should include the reference number of the application (EUOSHA/CA/08/5).
All parts of the application form must be completed in full. Candidates may apply using their own language however in order to facilitate recruitment procedures, they are requested to send a complete parallel application form in English, the language in which the Agency mainly works.
Candidates should assess and check before submitting their application form whether they fulfil all the conditions for admission laid down in the publication notice, particularly in terms of qualifications and relevant professional experience. Incomplete applications will not be considered.
Stage 2 - Supplying supporting documents (only for candidates invited to an interview)
At the second stage, should the candidate be invited for interview, in order for the application to be considered complete candidates must bring with them on the day of the interview photocopies of all the supporting documents (proof of nationality, diplomas, academic qualifications, employment certificates, professional references etc.) needed to prove that they satisfy all conditions for admission.
All documentary evidence of professional experience must indicate start and end dates for previous positions and the start date and continuity for the current position held. On the day of the interview the candidate must sign his/her application form and by signing the form the candidate certifies on his/her honour that the information provided is complete and accurate.
The purpose of processing of the data submitted by candidates is to manage each application in view of a possible pre-selection and recruitment at the Agency. The personal information the Agency requests from applicants will be processed in line with Regulation (EC) N° 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data.
Candidates will be eliminated if:

SELECTION PROCEDURE
A Selection Committee is appointed for the selection procedure. The Selection Committee will evaluate the applications to assess and select those best matching the profile and qualifications required in this vacancy notice. On this basis the Selection Committee will invite the best qualified candidates for an interview which will include other appropriate testing.
The work of the Selection Committee and its deliberation is confidential. Candidates shall not make direct or indirect contact with the Selection Committee or have anybody do so on their behalf. The Appointing Authority reserves the right to disqualify any candidate who disregards this instruction.

ENGAGEMENT AND CONDITIONS OF EMPLOYMENT
The engagement for a vacant post will be decided by the Agency’s Director on the basis of a reserve list of candidates proposed by the Selection Committee.
Candidates should note that an inclusion to the reserve list does not guarantee recruitment. The established reserve list may be used for the recruitment of a similar post depending on the needs of the Agency and will be valid until the 31st December of the year following the establishment of the reserve list. The validity of the reserve list could be renewed for one more year.
Any contract offer made will be pursuant to the conditions of employment of other servants of the European Communities for a three-year period, which may be renewed.

Job environment
The Agency is an equal opportunities employer. The post is based in Bilbao. The job holder shall work in a multicultural environment where ongoing dialogue between management and staff, including representatives of the staff, is regarded as vital. The Agency is fully computerised and characterised by open plan and small office seating arrangements as well as a no smoking policy that forms part of its health and safety at work initiatives. Working time is based around flexitime and core working hours. English is the Agency’s main working language.
Pay and welfare benefits
As at 1st June 2008, the jobholder’s monthly basic gross salary is €2,298.11. In addition to this basic salary, the jobholder may be entitled to various allowances, in particular an expatriation or foreign residence allowance and family allowances, including household allowance, dependent child allowance, pre-school allowance and an education allowance, which may represent a significant percentage of the total remuneration.
Under certain circumstances, in particular where the jobholder is obliged to change his/her place of residence in order to take up employment, the Agency may also reimburse various expenses incurred on recruitment, notably removal expenses.
The salary of the jobholder is subject to a Community tax deducted at source and is exempt from national tax. The salary package includes the European Community social security and pensions schemes.
